Steven Jackson is a Chartered Quantity Surveyor specialising in the commercial management of major infrastructure projects.
In a career spanning over 40 years, Steven has worked as a quantity surveyor, commercial manager and projects director across all construction sectors; from commercial property developments through to marine civil engineering, highways, bridges, water and sewage treatment, oil and gas and power generation in all its forms, including thermal, hydropower and renewables.

Danny Frost Bsc (Hons) MRICS
Danny possesses 30 years of experience in both civil engineering and building works and has a detailed working knowledge of a number of standard forms of contract including JCT, NEC & ICC. He has worked both in the private and public sectors for contractors, sub-contractors, employers and developers, which has provided him with a detailed understanding of how the construction industry operates. Danny has undertaken senior and management responsibilities for both large and small organisations.
He is passionate about helping people resolve problems and has vast experience in both building and civil engineering works over a wide range of projects – this equips him to provide a high standard of professional advice. Douglas Beckwith LLB (Hons) LLM FRICS
Part of the Base Quantum senior management team, Douglas brings over 40 years know-how in project management and the cost control of construction and engineering projects together with extensive dispute resolution experience gained both in the UK and overseas.
Douglas holds dual qualifications in quantity surveying and law. Additionally, Douglas is a graded arbitrator and was accredited as a civil and commercial mediator in 1988.
Douglas accepts appointment as arbitrator, adjudicator or mediator upon request. He also provides advice and responds rapidly to assist clients to resolve their construction disputes in commercially acceptable ways.
Douglas champions the settlement of business conflict through adr including early neutral evaluation and expert determination as well as having a keen interest in dispute avoidance methods. Douglas is a Member of the Society of Construction Law, ARBRIX and past Secretary of the Standing Conference of Mediation Advocates. Tara oversees all aspects of Base Quantum's finances, bringing over 20 years' experience to the company. The majority of her expertise has been gained working for Unilever, where she headed up and developed a team in the UK and provided support for overseas departments in Kenya, Malawi, Indonesia, Sri Lanka, and Singapore.
Tara's responsibilities included reporting management accounting to Europe, financial accounting to the UK head office and Sarbanes-Oxley compliance. She also worked closely with one of the big five audit companies on statutory accounts, and with its internal tax department on corporation tax.Head of Finance
Neil is an Associate at Base Quantum Ltd., a Chartered Quantity Surveying and Expert Witness practice.
As a Commercial Manager with over 20 years’ experience in construction, Neil has worked in a variety of sectors (Civil & Process Engineering, Defence, Rail and Building), using Alliance, Defence Managing Contractor, ECC, ICE, JCT and I.Chem.E forms of contract. He combines a commercial and analytical approach to managing all aspects of the construction process, embracing innovation where it will have a direct impact on results.

A Chartered Quantity Surveyor with over 30 years’ experience, Neil has a wealth of experience in procurement advice and dispute resolution. Acting on all aspects of claims and disputes including preparing fully evidenced and structured arguments going to claim or defence, Neil has extensive experience in adjudication and has acted as Expert Witness on cases in litigation and arbitration.

Priscilla Kar MRICS, MCIArb, MSc, LLB, BSc
Priscilla is a Chartered Quantity Surveyor with over 16 years’ experience in the UK, Hong Kong and China, providing all aspects of commercial management, contract advisory and dispute resolution for construction.
Prior to joining Base Quantum Priscilla worked in both the private and public sector in a senior role, managing a wide range of projects including rail, infrastructure, building, and local government authorities. She has experience in dealing with various standard forms of construction contract, including FIDIC, NEC, ICC, and JCT.

Zan is a Quantity Surveyor experienced in both dispute resolution and non-contentious roles in various projects.
Having migrated from a project management role, Zan has gained over 3 years’ experience as a Quantity surveyor, having worked in various schemes, including being the Quantity Surveyor for a 70 unit high end residential scheme for a FTSE 100 developer. Zan has also worked as part of a consulting team dealing with master planning and cost consulting for a Council.
Zan has assisted in arbitration and disputes in the UK and the Middle East.

Josiah is a Quantity Surveyor and Junior Analyst experienced in both dispute resolution proceedings and non-contentious quantity surveying.
Josiah’s experience includes preparing tender documents, cost plans and feasibility studies and he has acted as an Assistant Quantum Analyst on mediation, adjudication and arbitration proceedings. His client experience spans residential, hotel and infrastructure sectors and a highly complex oil refinery project. George is a Mechanical Engineer with experience of large EPC Oil & Gas projects both downstream and upstream. For over five years he has provided both quantum and delay analysis of claims across a broad range of difficulties, and values. With a comprehensive understanding of the technical aspects, project records, and contractual interfaces, he conducted commercial negotiations with the client’s managers and directors, and provided critical analysis to enable Board-level decision-making.
From 2014 to early 2017, George has acted as the single interface between counsel, experts, and witnesses on a major New York arbitration on behalf of the Claimant. He has worked with both the quantum and delay experts providing claims and project details; providing counsel with the project history, records, and the Claimant’s contract interpretation, and providing support to the factual witness statements with project records. He also participated in the New York hearings, providing analyses and advice based on regarding the arbitrators’ instructions.
Since joining Base Quantum, George has been engaged on the provision of detailed quantum analysis, specifically the measurement of direct costs advice, relating to a UK infrastructure project and the valuation of structural and architectural changes on a large-scale Middle-Eastern infrastructure project.Senior Analyst
Daniel Miles BSc (Hons) MSc MRICS MCIArb
Daniel has 15 years’ experience as a quantity surveyor occupying senior commercial management roles on large civil engineering, marine and infrastructure projects in the UK and Middle East. In 2009, Daniel completed an MSc in Construction Law and Dispute Resolution, specialising in contract services and dispute resolution.
Acting on behalf of clients in mediation, adjudication and arbitration as well as providing expert witness and senior contract advisory roles, Daniel’s experience also encompasses professional consultant negligence claims and quantification of damages.

Dean is a Quantity Surveyor and Junior Analyst. After completing his degree in Quantity Surveying, Dean joined the Metropolitan Police Service, serving for six years before transferring to a career in quantity surveying.

Mark has 15 years’ experience as a Chartered Quantity Surveyor specialising in managing and resolving construction disputes. He has been involved in complex disputes as lead assistant in two major international arbitrations in Azerbaijan.
Mark has provided expert opinion and technical advice to a range of clients including litigation, mediation, arbitration and negotiation in diverse cases from a large health and spa development, hospitals, major international airports, residential schemes, to stadiums and a film production studio.

Matthew previously worked for a private quantity surveying company. Matthew has both pre-and post-contract experience, where his focus has been on preparing cost plans, bills of quantities, cost reports, tendering and valuation. Matthews main interests are in claims and dispute resolution. He has recently acted as an assistant quantum analyst providing analysis and reports on various high value projects in the UK and the Middle East.

Tom Taylor MSc MA BA(Hons) FCIArb
Tom has major claims experience in the UK, Africa and the Middle East, and has worked on a number of high profile energy, aviation, civil engineering and building commissions. He has over 10 years’ experience acting at every level of the supply chain in claims and commercial management, contract advisory and strategic process review.
Tom has spent a considerable amount of time posted to construction sites around the world and now uses this experience to provide expert witness testimony for matters in mediation, adjudication, litigation and international arbitration.
Tom has an undergraduate degree in Finance, a Master’s degree in Quantity Surveying and a Master’s degree in Construction Law. He is also a Fellow of the Chartered Institute of Arbitrators, an Associate at Leeds Beckett University and a mentor to undergraduate students at Nottingham Trent University.Associate Director
