Stewart is a specialist in Strategy, Marketing and Business Development. Stewart completed his MBA at Cass, a ‘Tier One’ Business School.
With a wealth of experience in Main Contracting, and specialist ‘supply chain’ leadership, acquired during 30+ years in the building industry, Stewart has been integrally involved in the full spectrum of commercial construction, from initial concept, through to technical specification, tender management, sub-contractor selection, operational delivery and to the settlement of final account.
Subject matter strengths include: Acoustics, Thermal Performance, Fire Protection, Structural Design, MEPS and Workplace. Tara oversees all aspects of Base Quantum's finances, bringing over 20 years' experience to the company. The majority of her expertise has been gained working for Unilever, where she headed up and developed a team in the UK and provided support for overseas departments in Kenya, Malawi, Indonesia, Sri Lanka, and Singapore.
Tara's responsibilities included reporting management accounting to Europe, financial accounting to the UK head office and Sarbanes-Oxley compliance. Neil is an Associate at Base Quantum Ltd., a Chartered Quantity Surveying and Expert Witness practice.
As a Commercial Manager with over 20 years’ experience in construction, Neil has worked in a variety of sectors (Civil & Process Engineering, Defence, Rail and Building), using Alliance, Defence Managing Contractor, ECC, ICE, JCT and I.Chem.E forms of contract. He combines a commercial and analytical approach to managing all aspects of the construction process, embracing innovation where it will have a direct impact on results.
A natural initiative taker and good team worker, Neil has the proven ability to communicate effectively at all levels and deliver complex client requirements whilst working collaboratively wherever possible. Neil Elder (FRICS)
A Chartered Quantity Surveyor with over 30 years’ experience, Neil has a wealth of experience in procurement advice and dispute resolution. Acting on all aspects of claims and disputes including preparing fully evidenced and structured arguments going to claim or defence, Neil has extensive experience in adjudication and has acted as Expert Witness on cases in litigation and arbitration.
His specialities include contractual advice and dispute avoidance, claim preparation and defence, forensic programming, financial analysis, adjudication, expert witness reports and evidence, and training.Senior Analyst
Sean is chartered Quantity Surveyor of six years. He has worked on a range projects including residential developments and civil engineering schemes. He has acted as the Employers Agent and Lead Quantity Surveyor in the development of a portfolio of properties. He has been involved in projects ranging in values from £1.5m to £10m and provided Quantity Surveying services from pre to post contract. At the pre-contract phase he has prepared cost plans at the various RIBA stages of design, prepared consultant engagement, managed design team meetings for design development/planning/CDM-C considerations, carried out procurement and tendering of main contractors and sub-contractors and issued tender reports and recommendation. He has prepared contract documentation and managed pre-commencement negotiations. During the construction phase he has carried out the Quantity Surveying role by carrying out on site valuations, change control and valuation, cost reporting as well as the holding site meetings. He has also managed final account negotiations and agreements. Danny Frost BSc (Hons) MRICS
Danny possesses 30 years of experience in both civil engineering and building works and has a detailed working knowledge of a number of standard forms of contract including JCT, NEC & ICC. He has worked both in the private and public sectors for contractors, sub-contractors, employers and developers, which has provided him with a detailed understanding of how the construction industry operates. Danny has undertaken senior and management responsibilities for both large and small organisations.
He is passionate about helping people resolve problems and has vast experience in both building and civil engineering works over a wide range of projects – this equips him to provide a high standard of professional advice. Denis Gleeson BA (Hons) & MSc
Denis has five years’ experience as a Quantity Surveyor, providing a full range of services for developers, contractors and sub-contractors on projects across a broad spectrum of sectors including rail, highways, utilities, residential and commercial.
His experience includes providing commercial support on a major line upgrade on the London Underground system, settling final accounts on major highways projects and providing a full range of commercial services to contractors and developers on high-end residential projects in London and the South East.Quantity Surveyor
Laura has 10 years of experience having worked her way up to Commercial Management level whilst studying for her BSc in Quantity Surveying. She has worked throughout the Civil Engineering and Highways Industry representing Client, Main Contractor and Subcontractor on varying and challenging projects and contracts such as NEC, ICC and TPC. Laura's involvement with these stakeholders has enabled her to obtain skills such as estimating, all aspects of Commercial Management, dispute management and resolution through to commercial reporting.
Laura then ran her own Consultancy and continued her development by consulting on Construction Projects, working as Assistant Project Manager and Contract Administrator using JCT. Here she experienced and the complexities and practicalities of working with Heritage and Listed structures. Emma has nearly nine years’ experience in the property industry and in that time has built an excellent reputation as a marketing and business development manager. A key member of the Base team, Emma is responsible for developing relationships with existing clients and gaining new business for Base. A natural networker, Emma has a passion for raising brand awareness, building the client base and generating new business relationships.

Priscilla Kar MRICS, MCIArb, MSc, LLB, BSc
Priscilla is a Chartered Quantity Surveyor with over 16 years’ experience in the UK, Hong Kong and China, providing all aspects of commercial management, contract advisory and dispute resolution for construction.
Prior to joining Base Quantum Priscilla worked in both the private and public sector in a senior role, managing a wide range of projects including rail, infrastructure, building, and local government authorities. She has experience in dealing with various standard forms of construction contract, including FIDIC, NEC, ICC, and JCT.

Josiah Lee BSc (Hons)
Josiah is a Quantity Surveyor and Junior Analyst experienced in both dispute resolution proceedings and non-contentious quantity surveying.
Josiah’s experience includes preparing tender documents, cost plans and feasibility studies and he has acted as an Assistant Quantum Analyst on mediation, adjudication and arbitration proceedings. His client experience spans residential, hotel and infrastructure sectors and a highly complex oil refinery project. George is a Mechanical Engineer with experience of large EPC Oil & Gas projects both downstream and upstream. For over five years he has provided both quantum and delay analysis of claims across a broad range of difficulties, and values. With a comprehensive understanding of the technical aspects, project records, and contractual interfaces, he conducted commercial negotiations with the client’s managers and directors, and provided critical analysis to enable Board-level decision-making.
From 2014 to early 2017, George has acted as the single interface between counsel, experts, and witnesses on a major New York arbitration on behalf of the Claimant. He has worked with both the quantum and delay experts providing claims and project details; providing counsel with the project history, records, and the Claimant’s contract interpretation, and providing support to the factual witness statements with project records. He also participated in the New York hearings, providing analyses and advice based on regarding the arbitrators’ instructions.
Since joining Base Quantum, George has been engaged on the provision of detailed quantum analysis, specifically the measurement of direct costs advice, relating to a UK infrastructure project and the valuation of structural and architectural changes on a large-scale Middle-Eastern infrastructure project.Senior Analyst
Daniel Miles BSc (Hons) MSc MRICS MCIArb
Daniel has 15 years’ experience as a quantity surveyor occupying senior commercial management roles on large civil engineering, marine and infrastructure projects in the UK and Middle East. In 2009, Daniel completed an MSc in Construction Law and Dispute Resolution, specialising in contract services and dispute resolution.
Acting on behalf of clients in mediation, adjudication and arbitration as well as providing expert witness and senior contract advisory roles, Daniel’s experience also encompasses professional consultant negligence claims and quantification of damages.

Dean Miller BSc
Dean is a Quantity Surveyor and Junior Analyst. After completing his degree in Quantity Surveying, Dean joined the Metropolitan Police Service, serving for six years before transferring to a career in quantity surveying.
Dean’s experience includes the preparation of tender documents and cost plans on behalf of a range of clients across sectors including hotels and retail. Mark Mills (MBA MSc MRICS MCIArb)
Mark has 15 years’ experience as a Chartered Quantity Surveyor specialising in managing and resolving construction disputes. He has been involved in complex disputes as lead assistant in two major international arbitrations in Azerbaijan.
Mark has provided expert opinion and technical advice to a range of clients including litigation, mediation, arbitration and negotiation in diverse cases from a large health and spa development, hospitals, major international airports, residential schemes, to stadiums and a film production studio.

Heading up the Middle Eastern office, Catalin brings close to 15 years’ experience as a Chartered Quantity Surveyor to driving Base Quantum’s growth in this region. He has provided analysis in relation to complex and high value projects such as the iconic Shard, and a major Middle Eastern international airport.

Matthew Piper BSc (Hons) LLB DPLP
Matthew previously worked for a private quantity surveying company. Matthew has both pre-and post-contract experience, where his focus has been on preparing cost plans, bills of quantities, cost reports, tendering and valuation. Matthews main interests are in claims and dispute resolution. He has recently acted as an assistant quantum analyst providing analysis and reports on various high value projects in the UK and the Middle East.

Tom Taylor MRICS FCIArb MSc MA BA (Hons)
Tom is a Chartered Quantity Surveyor and Associate Director at Base Quantum. He specialises in quantity surveying; particularly in relation to providing contract and commercial advice, valuation of work, change and loss and expense. He has broad commercial and contract management experience for Private and Public Clients, Contractors and Subcontractors, including providing advice at a strategic level and carrying out project commercial audits. Tom has considerable experience in Claims and Dispute Management, particularly in the assessment of prolongation and disruption claims, disputes over variations, termination claims and final account disputes. He now provides expert witness services across a variety of construction disputes domestically and internationally. Tom has worked as a “number two” or lead analyst for various internationally renowned experts in connection with disputes heard at International Arbitration and he has been instructed as a quantum expert in a number of UK based disputes.
