Background

Herbosch-Kiere was contracted for the delivery of all permanent and temporary works in connection with the stabilisation of 12 caissons on the eastern breakwater of Brighton Marina.

The breakwater was built during the 1970s, and over 40 years later the structure was weakening, requiring stablisation. The remedial works were to form a concrete annulus within the existing caisson shell and fill the caissons with ballast material and concrete to stabilise them.

Our Services

Base Quantum was appointed to provide commercial advice pre-contract and commercial management services post-contract. The pre-contract services we provided included:

  • Preparation of tender submission;
  • Subcontractor/supplier tender reconciliations;
  • Contract terms and conditions negotiation, with the final drafting of order; and
  • Commercial risk assessments.

During the contract, our responsibilities included:

  • Procurement of all labour, plant, materials and subcontractors;
  • Monthly budgeting reviews and assessing progress against tender;
  • Measuring adverse weather events due to unpredictable working environments;
  • Subcontract payment and certification;
  • Payment applications and valuations;
  • Variation, claims and dispute management (where applicable);
  • Monthly cost and value reconciliations; and
  • Assistance in determining the final account with the client and subcontractors.
